Hugh Dugan
President
The Honorable Hugh T. Dugan is President of MAA, an international affairs practitioner, scholar, and media presence, having served in the diplomatic corps, senior executive service, and academia for more than forty years. Mr. Dugan is an authority on United States participation in the United Nations Organization. He served in the White House on the National Security Council as Special Assistant to the President and Senior Director for International Organization Affairs in the first Trump Administration. There he advised on United States foreign policy interests relating to the United Nations System, other multilateral entities and many cross-cutting issue areas. His service in the United States Diplomatic Corps from 1983 included postings as United States Delegate to the United Nations and Senior Adviser to eleven United States Permanent Representatives to the United Nations from 1989 through 2015. He enabled effective, strategic United States participation at the United Nations while securing consensus on thousands of resolutions ranging from human rights to peacebuilding. The timeframe encompassed the Soviet demise, Iraqi aggressions, African bloodshed, meltdown in the Balkans, the shatterings of 9/11, nation-building gone astray, and a China growing into its UN skin. For several years he quarterbacked UN reforms for clearing $1 billion of back dues as stipulated by Helms-Biden Legislation (1999), the most significant reforms to date. He continued as Senior Fellow for the US Senate Foreign Relations Subcommittee on International Operations the following year.
After a visiting professorship at Seton Hall University’s School of Diplomacy and International Relations, Mr. Dugan served as Acting Special Presidential Envoy for Hostage Affairs facilitating the recovery of an unprecedented number of Americans held overseas. Building on his Newsmax.com column “The UN and Beyond”, Mr. Dugan has advocated for heightened scrutiny over UN administrative inefficiencies. As president of Multilateral Accountability Associates, he is launching a series on the selection process of the UN Secretary-General. Mr. Dugan provides expert commentary for a variety of electronic and print outlets. He earned degrees and honors from the School of Foreign Service at Georgetown University (BSFS), the Fletcher School of Law and Diplomacy (MALD), the Wharton School of Business (MBA); and the International Olympic Academy (Olympia, Greece).
Daniel Wagner is Managing Director of MAA, with more than thirty-five years of experience assessing and managing cross-border risk. He is an authority on political risk insurance and analysis, and has worked for some of the world’s most respected and best-known organizations, including AIG, GE, the African Development Bank, Asian Development Bank, and World Bank Group. In 2023, he was Adaptation Finance Lead and Technical Advisor on Private Capital Mobilization for the (UN Conference of the Parties) COP28 Secretariat in Abu Dhabi. Prior to that, he was Senior Investment Officer for Guarantees and Syndications at the Asian Infrastructure Investment Bank in Beijing. He has published twelve books—The New Multilateralism, Tales from Inside, Decision-Making in the Polycrisis Era, The Chinese Epiphany, The Chinese Vortex, The America-China Divide, China Vision, AI Supremacy, Virtual Terror, Global Risk Agility and Decision-Making, Managing Country Risk, and Political Risk Insurance Guide—as well as more than 700 articles on current affairs and risk management. Daniel is a regular contributor to such publications as the South China Morning Post, Sunday Guardian, Diplomatic Courier and Fair Observer, among many others. Thierry de Longuemar

Until 2023 Mr. Thierry de Longuemar advised the Asian Infrastructure Investment Bank (AIIB) President on financial matters. Previously he was the first AIIB Vice-President and CFO where he was responsible for the design and implementation of AIIB's financial strategies and policies. Before that he served for 19 years as both Treasurer and Vice-President of Finance at the Asian Development Bank and the African Development Bank. His career extends to the private sector where he worked in progressively senior roles in banking and energy, including postings at ABN-AMRO, Credit Agricole, Compagnie Bancaire, and Total. Mr de Longuemar graduated from Ecole des Sciences Economiques et Commerciales. He is a national of France and an abstract painter.

​Robert Bestani is a seasoned international finance and energy expert with extensive experience in both the public and private sectors. He served as Deputy Assistant Secretary for International Monetary Affairs in the US Treasury during the George H.W. Bush Administration, as well as in senior roles at the Departments of State, Energy, and Defense. Previously, he was Director General of Private Sector Finance at the Asian Development Bank, where his department mobilized more than $24 billion for infrastructure and development projects across Asia. His private-sector career includes leadership positions at Citibank, Texaco, Bank of America, Duke Energy, and PwC. A life member of the Council on Foreign Relations, he also teaches and lectures widely on international economics, energy, and geopolitics and is a faculty member at Georgetown University.
Dr. Srilal M. Perera is the Managing Director and Founder of the International and Transnational Law Consultants LLC, which specializes in providing legal advice on and review of laws that directly impact cross border investment transactions in various sectors. This includes energy, mining and infrastructure, risk mitigation, and investment dispute resolution. Mr. Perera, has more than 40 years of experience in the field, both transactional and academic. He served in the Multilateral Investment Guarantee Agency (MIGA) of the World Bank Group from 1989 until his retirement as Chief Counsel of Operations of MIGA in June, 2010. There he was responsible for all legal aspects of guarantee transactions, primarily in Asia and Africa. Since 2010 he has served as a Consultant at the World Bank, the African Development Bank and the Asian Development Bank. He also served from 1986–1989 as Legal Counsel at the Iran– United States Claims Tribunal in the Hague, Netherlands. Mr. Perera, has an LLB from the Faculty of Law, University of Sri Lanka (1972) and qualified as an Attorney at Law from the Sri Lanka Law College (1975). He also has an MA degree from the School of Advanced International Studies (SAIS) Johns Hopkins University, Washington DC (1977) and a PhD in international law and international relations from Georgetown University, Washington DC (1985). He is in the Panel of Arbitrators and Conciliators, of the International Centre for the Settlement of Investment Disputes a member of the Distinguished Panel of Arbitrators of the Thailand Arbitration Center, and a member of the Panel of Arbitrators of the China International Economic and Trade Arbitration Commission. He has published widely on various aspects relating to international investment law and is presently Adjunct Professor of Law at the University of Miami School of Law.
