Raul is a seasoned diplomat and multilateral affairs expert with extensive experience in the United Nations system. He has served as Chef de Cabinet to the Minister of Foreign Affairs of Guinea-Bissau, UNAIDS Country Coordinator in Maputo, and Director for Coordination, Advocacy, and Program Development in the Office of the Secretary-General’s Special Adviser on Africa. Recognized for his commitment to transparency and principled cooperation, he holds a Master’s degree in International Law and Diplomacy from The Hague.
